Frontliners from at least 80 medical groups proposed to the government a two-week Enhanced Community Quarantine (ECQ) across Mega Manila — Metro Manila, CALABARZON, Central Luzon, and MIMAROPA. Philippine Medical Association president Dr. Jose Santiago, Jr. said that their proposal aimed to plead for improvements in the government’s pandemic response (Rappler, 2020).

President Rodrigo Duterte established a new set of restrictions as cases continued to rise beyond 100,000. Defined under Modified Enhanced Community Quarantine (MECQ), these restrictions are effective starting Tuesday (August 4) midnight in Manila, Laguna, Cavite, Rizal, and Bulacan (Yee, 2020).

Over 3,000 newly-reported cases were reported by 66 out of 94 labs, which brought the total number of cases to past 106,000. Compared to the previous days’ streaks with almost over 5,000 new cases daily, these numbers are still among the highest since the start of the pandemic. Metro Manila still remains to be the area with the most documented cases, followed by Cebu, Laguna, Rizal, and Cavite (Tomacruz, 2020).

The highest number of cases in a day was recorded today by the Department of Health, with the number of new cases at  6,352. Metro Manila and surrounding provinces are currently under MECQ from today until August 18 (Magsambol, 2020).

Researchers projected that despite the implementation of GCQ restrictions, the number of infections in the country may reach 150,000 by the end of August.  Meanwhile, it is expected that a new strategy against the virus will be implemented within the next two weeks.  According to Health Undersecretary Maria Rosario Vergeire, this strategy would help people feel the DOH’s presence at a local level (Magsambol, 2020).

Even with lockdown restrictions implemented in March, the COVID-19 cases in the Philippines have risen compared to neighboring countries in Southeast Asia. The country’s total cases reached 119,460, higher than Indonesia’s 118,753 COVID-19 cases according to CNN Indonesia (CNN Philippines, 2020).

In the last seven days, the daily cases recorded have not been lower than 3,000. The current number of active cases has reached 50,473, also the highest among the 11 Southeast Asian states (CNN Philippines, 2020).

According to Vince Dizon in response to international news reports, the Philippines may likely become “the COVID-19 hotspot” in Southeast Asia. He also said the improved testing efforts caused the cases to rise in the recent weeks (CNN Philippines, 2020).

(Ramos, 2020).

According to Russia’s envoy in Manila, their country is now ready to supply COVID-19 vaccines to the Philippines.  Currently, there are three options for cooperation: first, clinical trials, second, supplied vaccines from Russia, and third, Philippine production of vaccines.  Russia’s proposals for said options have already been submitted to the DFA and are now under consideration (Ramos, 2020).

The 2nd phase of the National Action Plan against COVID-19 is currently being implemented through the improvement of the country’s healthcare capacity.  Secretary Carlito Galvez Jr, the main implementer of the policy, said that the government will ensure the protection of all public and private health frontliners, who will also receive the benefits and support that are essential to them.  Additionally, 10,000 or so healthcare workers will be hired. Lockdowns will continue to be implemented while the economy is rebuilt (Rappler, 2020).

According to the National Task Force Against COVID-19 Chairman Delfin Lorenzana, Metro Manila, Bulacan, Cavite, Laguna, and Rizal are ready to ease the lockdown rules by August 19. However, he also mentioned that the strict lockdown rules may be extended if the number of cases continue to increase (CNN Philippines, 2020).

According to Health Undersecretary Maria Rosario Vergeire and President of Philippine College of Physicians Dr. Mario Panaligan, it is too early to give an assessment of the effectiveness of the MECQ. Two to three weeks are needed to see the full impact of the lockdown (CNN Philippines, 2020).

Public health advocate Dr. Mikey Vergara suggested students could volunteer to be contact tracers to speeden the contact tracing efforts of the government. He also clarified that the students will be provided proper personal protective equipment and medical care before due to high risk of COVID-10 exposure (CNN Philippines, 2020).

Former COVID-19 task force special adviser Dr. Tony Leachon said that Metro Manila might require extension of the modified enhanced community quarantine in order to continue its stand in the fight against COVID-19. However, presidential spokesperson Harry Roque said that due to the government’s lack of funds for cash aid, an MECQ extension over Metro Manila, Bulacan, Cavite, Laguna, and Rizal is highly improbable.  The community quarantine status will be finalized by the Inter-Agency Task Force’s meeting on Wednesday (CNN Philippines, 2020).

According to President Rodrigo Duterte, there can be no major development to recovery if there is no vaccine. Despite the rising concerns over the safety and efficacy of Russia’s vaccine, the Philippines is now looking into participating in the Phase 3 trial for it. Russia’s COVID-19 vaccine will undergo a thorough review and regulatory protocols, said the Department of Health in order to reassure the public. Four identified hospitals will also be in clinical trials for the Japanese anti-flu drug Avigan (Buan, 2020).

Investigations have revealed that the Southern Philippines Medical Center (SPMC), located in Duterte’s hometown of Davao City, got the largest share of the reimbursement for coronavirus treatments. However, it has been reported that the cases here are far fewer than those reported in Metro Manila, the epicenter of the pandemic in the country. PhilHealth Senior Vice President Israel Francis Pargas said the SPMC tallied the highest reimbursement and number of claims in 2019. The Interim Reimbursement Mechanism is being questioned for its basis of its computations (Buan, 2020).

The country’s healthcare system is under even more pressure as the number of COVID-19 infections continues to rise.  In Metro Manila, 82% of allocated COVID-19 ward beds, 75% of isolation beds, and 75% of ICU beds are occupied, while 46% of the ventilators used for extreme cases are also in use. Although Metro Manila has returned to lockdown starting August 4, the two-week period which was supposed to serve as a breather for the healthcare workers is still not enough. The new quarantine classifications following this period is set to be announced by President Duterte on Monday, August 17. However, an extension of MECQ is unlikely due to the government’s lack of funds. According to Presidential Spokesperson Harry Roque, each day under MECQ is equivalent to a loss of P18 billion for Metro Manila (Ranada, 2020).

In response to the medical community’s request for a “time out”, Duterte placed Metro Manila and nearby provinces under a modified lockdown. Health workers, however, mentioned that a two-week time out is not enough, as hospitals are reaching critical levels due to the rising cases (Rey, 2020).

Duterte is set to announce a new quarantine restriction on Monday, August 17. However, Malacañang said it would be “highly unlikely” for Duterte to extend MECQ, with the need to stabilize the economy and the lack of funds to provide assistance to poor households (Rey, 2020).

After receiving approval from President Rodrigo Duterte, DepEd postponed the opening of classes for the school year 2020-2021 to October 5. DepEd Secretary Leonor Briones stated that the decision was made in consideration of areas which are under Modified Enhanced Community Quarantine (MECQ) until August 18. The initial schedule for the start of classes was on August 24, however several lawmakers and organizations called on DepEd to defer the opening of classes as to give more time for schools to transition to online distance learning. Briones confirmed that the postponement of class opening applies to both public and private schools, but private schools that have already begun class may continue, given that they follow the current community quarantine guidelines and protocols (Aguilar, 2020).

The number of COVID-19 cases nationwide is now over 160,000 with more than 3,4000 new cases confirmed. A new one-day tally record of recoveries was also confirmed today by the DOH.

The Social Weather Station (SWS) survey reports an all-time high number of 27.5 million unemployed Filipino adults (45.5%) in July. Unemployed adults include those who lost their jobs due to economic circumstances, half of which mentioned that the COVID-19 crisis was the primary cause. Although Labor Secretary Silvestre Bello III acknowledges the spike in unemployment as an expected outcome, he mentions that there’s a discrepancy between the data gathered by the SWS survey with the official government data. The SWS counts the type of work a person does, while the Philippine Statistics Authority tracks the number of individuals with a job. The Philippine Statistics Authority will release the official labor statistics for July on September 4 (CNN Philippines, 2020).

President Duterte reverted the state of quarantine of Metro Manila and the nearby provinces back to general community quarantine (GCQ) from August 19 until the end of the month. The UP OCTA group of researchers projected that the cases may surge to 230,000 under GCQ, and urged the government to keep Mega Manila under MECQ in order to lessen the projected number of cases by around 20,000.  The researchers noted that the implementation of GCQ would lead to a phase of rapid, uncontrolled growth of the outbreak (Rappler, 2020).

The DOH related the big increase of cases to the lessening of restrictions of quarantine, and the opening of some stores to build the economy back up. The DOH also related it to the higher testing capacity (Sabillo, 2020).

NCR and other provinces near it transitioned back to GCQ after its 2-week MECQ period. GCQ allows public modes of transportation to operate, but with protocols to be followed (Cabico, 2020).

Filipinos were encouraged by the country’s World Health Organization representative to not be discouraged by the high number of cases nationwide. During an online forum, Rabindra Abeyasinghe noted that the large number of cases being reported daily is also an acknowledgement of the expansion of the country’s testing capacity. Additionally, the Philippines also has one of the lowest proportions of fatal cases in the region, which is a testament to the expanding hospital capacities in the country (Santos, 2020).

The DOH reported the daily COVID-19 numbers based on tests done by 97 out of 109 laboratories in the country.  49 cases were also removed from the total case count. The agency said that the numbers reported are subject to adjustment, especially with the constant cleaning and validation of the tally (Gotinga, 2020).

The Philippines recorded a new batch of 16,459 patients as recovered on Sunday, August 23, 2020.  Such an increase in the number of recoveries is due to the “Oplan Recovery” program of the Department of Health.  This program uses a time-based tagging scheme wherein COVID-19 patients are released after being cleared by a licensed physician, with no more need for RT-PCR testing.  The patients must have undergone isolation for a certain number of days and are also ensured to be free of symptoms and not immunocompromised. (CNN Philippines, 2020).

According to Professor Guido David of the University of the Philippines OCTA Research, the Philippines is close to flattening the COVID-19 curve because the statistic that measures the rate of virus transmission called “reproductive number” or RO is now on a downward path. Furthermore, he stated that the current reproduction number of the virus is between 1 and 1.1. A lower reproductive number indicates a decrease in the number of new infections transmitted by people inflicted by the coronavirus disease. Moreover, the UP OCTA said that the total number of infections in the Philippines can be more than 200,000 by the end of August (CNN Philippines, 2020).

Members of the UP OCTA research team say that the number of COVID-19 cases in the Philippines could reach 330,000 to 375,000 by the end of September.  However, experts also say that the reproductive rate of the virus is going down, which will lessen its ability to cause a pandemic (ABS-CBN News, 2020).

According to infectious disease specialist Dr. Rontgene Solante, the number of COVID-19 cases in the country has stabilized.  However, there is yet to be seen a significant drop in the number.  Experts say that by the end of August, the country’s cases may reach 250,000 (Casilao, 2020).

The clinical trials for two vaccines developed to treat COVID-19 are to be held in Cavite this September. Cavite Governor Jonvic Remulla stated that the trials will be facilitated by the La Salle Medical and Health Sciences Institute alongside the provincial government of Cavite, who have estimated that up to 10,000 people will be part of the trials. The government has already determined volunteers to participate in the trials, most of whom are from different areas of Cavite and aged 21-45. Remulla added that it will take a month and a half to see the effectiveness of the vaccine. (Gonzales, 2020).

The total number of COVID-19 cases in the Philippines reached 217,000 on August 30, while the Department of Health has also reported 22,319 more recoveries. These numbers include tagged recoveries under DOH’S Oplan-Recovery wherein patients are cleared after a specific number of days in quarantine and after symptoms have disappeared based on a doctor’s evaluation. This means that a confirmatory RT-PCR testing is no longer required to tag a patient as recovered. (CNN Philippines, 2020).

Asec. Maria Rosario Vergeire said that there is still not enough evidence that the Bacille Calmette-Guérin (BCG) vaccine, which is used to fight tuberculosis disease, can help protect people from the coronavirus. She advised the authorities to wait for the results of the studies being conducted in other countries for more information about the technology. Meanwhile, the World Health Organization also cautioned against the use of the vaccine until more information is provided (CNN Philippines, 2020).

President Duterte declared that the new nationwide quarantine classifications would be implemented until September 30. According to Interior Undersecretary Jonathan Malaya, the improving COVID-19 situation is one of the reasons for the extension of the current quarantine status (CNN Philippines, 2020).
