Stay home and self-isolate even with minor symptoms such as cough, headache, mild fever, until you recover. Have someone bring you supplies. If you need to leave your house, wear a mask to avoid infecting others. Why? Avoiding contact with others will protect them from possible COVID-19 and other viruses.

    Napagpasyahan ng pambansang gobyerno na ipanatili ang lalawigan ng Cebu sa ilalim ng enhanced community quarantine, at ang Metro Manila naman sa ilalim ng general community quarantine (CNN Philippines, 2020). 

    Iniutos ng pinansyal na kalihim na si Dominguez na bilisan ang apilang isailalim ang Metro Manila sa Modified General Community Quarantine (MGCQ) upang maibsan ang pagbaba ng ekonomiya at makabalik na sa trabaho ang mga manggagawa (Yumol, 2020).

    Ayon kay Health Spokesperson Maria Rosario Vergeire, itinala ng Kagawaran ng Kalusugan (Department of Health) na karamihan sa kaso ng COVID-19 mula Mayo hanggang Hunyo ay naka-ugnay sa pagbalik ng mga Pilipino mula sa ibang bansa (overseas Filipinos). Inaasahan ng gobyerno ang pagbabalik ng halos 60,000 na manggagawa sa susunod na dalawang buwan, ayon sa direktiba ng Pangulong Duterte (CNN Philippines, 2020).

    The National Government has determined for Cebu City to remain under enhanced community quarantine and Metro Manila to remain under general community quarantine (CNN Philippines Staff, 2020). 

    Finance Secretary Dominguez hastened the motion to place Metro Manila under Modified GCQ to ease the economic contraction and for workers to return to their jobs (Yumol, 2020). 

    Health Spokesperson Maria Rosario Vergeire stated that the Department of Health’s analysis noted indications that most COVID-19 cases from May to June were linked to the repatriation of overseas Filipinos. The government is expecting around 60,000 returning workers in the next two months as per the directive of President Duterte (CNN Philippines, 2020).

    Ayon sa mga resulta ng isang survey na isinagawa ng Save the Children Philippines, ang mga patakaran ng kuwerentena ay mas lalo pang napahirap ang sitwasyon ng mga bata na may kapansanan sa bansa na may kakulangan sa pagkakaroon ng palingkuran para sa kanila. Bukod dito, ang resulta ng survey ay nagpakita din ng pagtawag para sa pagkilos para sa alternatibang therapy session at klarong plano at aksyon ng gobyerno para sa mga taong may kapansanan (Ramos, 2020).

    Isang dalawang-buwang gulang na sanggol sa Negros Occidental ang itinalang pinakabatang pasyenteng may COVID-19 sa rehiyon (Esguerra, 2020).

    Itinanggi ng alkalde ng lungsod ng Cebu na si Edgardo Labella ang ulat na puno ng pasyente ang mga pribadong ospital sa gitna ng pagtaas ng mga kaso. Gayunpaman, tinatanggap ni Labella ang pagpapadala ng mga medical workers sa lungsod, at sinasabi niyang ito ay “mas mabuti.” Binanggit din ng alkalde ang “mabisa at mahusay” na referral system ng lungsod para sa mga pasyenteng may COVID-19 (Gonzales, 2020).

    According to the findings of a survey conducted by Save the Children Philippines, the quarantine restrictions have exacerbated the predicament of children with disabilities in the country by the lack of access to services. Moreover, the survey’s finding shows that “there is a clamor for alternative therapy sessions and clear government plans and actions for persons with disabilities” (Ramos, 2020).

    A 2-month-old baby from Negros Occidental was considered the youngest COVID-19 patient in the region (Esguerra, 2020).

    Cebu City Mayor Edgardo Labella denied the report that private hospitals in the area are overwhelmed with patients amid the surge of cases. However, Labella welcomes the deployment of medical workers to the city, stating that it would be “better.” The mayor also noted the “very effective and efficient” referral system of the city for COVID-19 patients (Gonzales, 2020).

    Pinirmahan ng Lupon ng Sport Commision, Games and Amusements ng Pilipinas at ng Kagawaran ng Kalusugan (DOH) ang patakaran ng pamamahala o administrative order na nagpapahintulot sa mga limitadong mga pisikal na gawain at pagpapraktis ng mga propesyunal na koponan ng basketball at football (CNN Philippines, 2020).

    Inihayag ng Presidential Spoksperson na si Harry Roque na handa na ang Pilipinas na magbenta ng ilang mga pag-aari o assets para sa pagbili ng bakuna para sa sa coronavirus kapag ito’y nagawa na (The Straits Times, 2020).

    Kinumpiska ng Bureau of Customs ang mga ipinasok nang labag sa batas at pekeng personal protective equipment at anti-COVID-19 na gamot na karamihan mula sa Tsina sa gitna ng pandemya (de Vera, 2020).

    The Philippine Sport Commission, Games and Amusements Board and the Department of Health signed a joint administrative order allowing limited physical activities and practices of professional basketball and football teams (CNN Philippines, 2020).

    Presidential Spokesperson Harry Roque announced that the Philippines is ready to sell some assets to fund purchase of a coronavirus vaccine once available (The Straits Times, 2020).

    The Bureau of Customs confiscated smuggled and fake personal protective equipment and anti-COVID-19 medicines mostly from China amid the health crisis (de Vera, 2020).

    Ayon sa mga mananaliksik ng Unibersidad ng Pilipinas, ang bilang ng mga kaso ng COVID-19 ay maaaring dumami nang hanggang 95,000 sa katapusan ng Agosto (Manuel, 2020).

    Malugod na tinanggap ng Malacanang Palace ang pagsimula ng Kagawaran ng Agham at Teknolohiya sa kanilang pag-aaral ukol sa therapy para sa COVID-19 sa pamamagitan ng paglipat ng convalescent blood plasma mula sa mga nakaligtas sa COVID-19 para sa mga kasalukuyang pasyente. Mapaparami ng therapy ang pagkakaroon ng antibodies sa mga kasalukuyang pasyente gamit ng blood plasma (Marquez, 2020).

    According to scientists from the University of the Philippines, COVID-19 cases may rise up to 95,000 by the end of August (Manuel, 2020).

    Malacanang Palace welcomed the Department of Science and Technology’s update to start a study on therapy for COVID-19 through transfusion of convalescent blood plasma from survivors of COVID-19 to current patients. The therapy will allow current patients to develop antibodies through the blood plasma (Marquez, 2020).

    Naitala ng Pilipinas ang pinakamataas na pagdagdag ng mga kaso ng COVID-19 sa isang araw, na nag-uulat ng 2,434 na bagong kaso. Ayon kay Dr. Rontgnee Solante, isang epidemiologist, inaasahan ang biglaang pagtaas ng mga kaso dahil sa pagbawas sa mga panukala ng community quarantine (Casas, Requejo, & Araja, 2020).

    Inihayag ng Chinese General Hospital na hindi na ito maaaring tumanggap pa ng mga pasyenteng may COVID-19 dahil sa pagpuno, at bibigyan lamang ng payo ang mga walk-in na pasyente at i-rerefer sa ibang ospital (CNN Philippines, 2020).

    The Philippines recorded its highest single-day increase in COVID-19 cases, reporting 2,434 new infections. Epidemiologist Dr. Rontgene Solante said that the sudden increase in cases is expected due to easing of community quarantine measures (Casas, Requejo, & Araja, 2020).

    The Chinese General Hospital announced it could not admit any more COVID-19 patients due to full capacity, and given the situation, walk-in patients will be advised and referred to other hospitals (CNN Philippines, 2020).

    Mga pulis sa Navotas City ay nagsampa ng kaso laban sa isang pamilya na lumabag sa ipinagbabawal tuwing quarantine dahil naghanda ng isang salu-salo. Sinasabing ang pamilya ay nahawa sa virus, na naging dahilan ng paglalabas ng pahayag ni Mayor Toby Tiangco tungkol sa kanilang hindi pag-iingat (CNN Philippines, 2020).

    Ayon sa isang pahayag ng tagapagsalita ng pangulo na si Harry Roque, sinabi niyang ang Malacanang ay nalungkot sa mga naitala na kaso ng COVID-19, ngunit walang ibang magagawa kundi ang pagpapabalik ng dating ekonomiya sa pamamagitan nang pagpapaluwag ng ipinagbabawal sa quarantine (Geducos, 2020).

    Ang Northern Mindanao Medical Center ay nagsimulang magbigay ng remdesivir sa mga malalalang kaso ng COVID-19, matapos maging isa sa mga ospital na nakabili ng gamot. Ang antiviral drug na ito ay unang ginamit sa pagpapagaling ng ebola, na nagpakita ng magagandang resulta, kung kaya’t naniniwala ang mga siyentipiko na mabisa ito laban sa COVID-19 (Gallardo, 2020).

    Ayon sa Kagawaran ng Kalusugan, ang kalagayan ng Pilipinas ay nasa kontrol pa, kahit na malaki ang itinataas ng kaso kada araw. Ang pagdoble ng kaso ay sinasabing umaabot lamang ng 7.5 na araw sa buong bansa, na nagpapahayag ng kontrol sa ilalim ng kapasidad ng healthcare system.  Ang Metro Manila at Cebu naman ang binabantayan dahil sa nakikitang pagdami ng kaso (Unite, 2020).

    Police in Navotas City filed charges against a family who violated quarantine restrictions for a party. The family had contracted the virus, causing Mayor Toby Tiangco to release a statement regarding their “reckless behavior” (CNN Philippines, 2020).

    In a press briefing, Presidential Spokesperson Harry Roque announced that the Palace was saddened by the reported figures on COVID-19 cases, although there are no other alternatives but to revitalize the economy through relaxing quarantine restrictions (Geducos, 2020).

    The Northern Mindanao Medical Center has started administering remdesivir to critically-ill COVID-19 patients, after being one of the few hospitals able to purchase the drug. The antiviral drug, initially used to treat ebola, has yielded positive results, leading Western scientists to believe that it could help fight COVID-19 (Gallardo, 2020).

    According to the Department of Health, the “situation is still manageable” for the Philippines, despite the drastic daily spike in cases. The case doubling time has been calculated to be 7.95 days nationwide, signifying a manageable situation in terms of healthcare system capacity. Metro Manila and Cebu are being monitored due to observable clustering of cases (Unite, 2020).

    Ayon kay DOH Undersecretary Maria Rosario Vergeire, ang bilang ng kaso ng COVID-19 sa bansa ay inaasahang dumami dahil sa mas malaking kapasidad ng bansa na ipa-test ang mga mamamayan. Dinagdag pa niya na ang pagkalat ng virus ay tumaas dahil sa kulang na pag-iimplementa ng mga health protocols (Cabico, 2020).

    Ayon naman sa isang grupo ng mga siyentipiko sa ibang bansa, ang COVID-19 ay maaaring kumalat sa hangin nang higit pa sa 2 metro na nirerekomenda para sa social distancing (Cabico, 2020).

    According to DOH Undersecretary Maria Rosario Vergeire, the number of COVID-19 cases are expected to increase because of the higher capacity of the country to test its citizens. She added that the transmission increased due to less implementation of health protocols than what is prescribed (Cabico, 2020).

    Meanwhile, according to an international cluster of scientists, the virus is said to be airborne and can spread over 2 meters which is recommended for social distancing (Cabico, 2020).

    Ibinalita ng kalihim ng Kagawaran ng Paggawa at Empleo na si Silvestre Bello na ang pandemya ay nakaapekto sa mga trabaho ng hindi kukulang sa 400,000 na OFW (Gonzales, 2020).

    Ang Paliparang Pandaigdig ng Ninoy Aquino Terminal 3 ay bukas na para sa mga biyahe patungo sa ibang bansa. Ang mga papabalik na mamamayang Pilipino, mga permanenteng residente, at mga diplomatiko lamang ang mga papayagang pumasok sa Pilipinas (Asian Journal, 2020).

    Department of Labor and Employment Secretary Silvestre Bello reported that the pandemic has affected the employment of at least 400,000 overseas Filipino workers (Gonzales, 2020).

    The Ninoy Aquino International Airport’s Terminal 3 opened for international flights. Only returning Filipino citizens and their families, Filipino migrant workers, permanent residents, and diplomats are allowed to enter the Philippines (Asian Journal, 2020).

    Sinasabing ang sistemang pangkalusugan ng Pilipinas ay nakakasabay sa pagtaas ng kaso ng COVID-19 ayon kay DOH Undersecretary Vergeire. Nakasaad rin dito na ang bansa ay nakapag-test na ng 825,139 katao at may 83 laboratoryo na sumusuri sa mga sample ng COVID-19 (Cabico, 2020).

    The Philippines’ health system is said to be able to cope with the rising number of cases of COVID-19 according to the DOH Undersecretary Vergeire. It also stated that the country has tested 825,139 people and has 83 laboratories in the country dealing with COVID-19 samples (Cabico, 2020).

    Ayon sa Acting Socioeconomic Planning Secretary Karl Chua, kung ang Pilipinas ay may kakayahang ipataas ang kapasidad ng pag-test sa COVID-19, maaaring maiwasan ang pinaka-mahigpit na panuntunan para sa quarantine. Naiulat ni Chua na plano ng goberyno ipa-test ang 10 milyong Filipino sa susunod na 12 months (Lopez, 2020).

    Binigyan ng Department of Health ng go signal mula sa mga siyentista mula sa Unibersidad ng Pilipinas na gamitin ang kanilang lokal na gawa at mababang presyo na test kit. Ang paggamit ng mga test kit ay inurong dahil sa mga pagkakaiba at “hindi tiyak” na resulta noong Mayo. Naiayos ng mga siyentista ang mga problemang ito simula noon (Bonquin & Cator, 2020).

    Layuni’y “ipalakas ang pamamahala ng krisis at tugon sa komunidad”, PHP 176-milyon ang naibigay sa Rehiyon 12 para sa COVID-19 pandemic. Iba-ibang programang pangkalusugan ay napatupad sa mga katutubong komunidad at lokal na residente (Gubalani, 2020).

    According to Acting Socioeconomic Planning Secretary Karl Chua, if the Philippines is able to increase testing capacity for COVID-19, the country can avoid a revert to the strictest quarantine rules. Chua reported that the government plans to test at least 10 million Filipinos in the next 12 months (Lopez, 2020).

    The Department of Health has again given scientists from the University of the Philippines the go signal to use their locally-developed low-cost test kits. The use of the test kits was recalled due to discrepancies and “indeterminate” results in May. The scientists have repaired the problems since then (Bonquin & Cator, 2020).

    Aimed to “strengthen crisis management and response in grassroots communities,” PHP 176-million has been provided to Region 12 for the COVID-19 pandemic. Various health programs are being implemented for the region’s indigenous communities and local residents (Gubalani, 2020).

    Habang lumalagpas 54,000 ang mga kaso, naiulat ng Pilipinas ang pinakamataas na paggaling sa isang araw, 807 COVID-19 na paggaling. Inuugnay ng Department of Health ang pagtaas sa Oplan Recovery Program, o ang pagsikap sa pagbakas ng mga indibidwal na gumaling na ngunit hindi naitala sa mga gumaling na (CNN Philippines, 2020).

    Sumusunod sa Department of Health at Research Institute of Tropical Medicine, nagbukas ang Mactan Cebu International Airport (MCIA) ng COVID-19 tests para sa sariling molecular laboratory. Ang MCIA ay ang kauna-unahang paliparan sa Pilipinas na gumamit ng real-time polymerase chain reaction techniques (Erram, 2020).

    Ayon sa isang paglilinaw mula sa Health Spokesperson Maria Rosario Vergeire, ang mga rapid antibody test kit ay hindi nabibili sa mga botika dahil kinakailangan nito ng gabay ng doktor. Pinagbabawal din ng goberyno ang pagbenta ng mga tests online (Santos, 2020).

    Kasunod ng paglathala ng nakakalinlang na balita, nilinaw ng Commission on Higher Education na ang regular na face-to-face classes ay hindi matutuloy sa Agosto. Ipinahayag ng ahensiya na ang flexible learning sa pamamagitan ng digital technology ay gagamitin, kasama ang posibleng in-person learning (Rocamora, 2020).

    As cases exceed 54,000, the Philippines records its highest number of recoveries in a single day, at 807 COVID-19 survivors. The Department of Health attributes the increase to the Oplan Recovery Program, or efforts to trace individuals who have gotten well but were not logged as survivors (CNN Philippines, 2020).

    Following accreditation from the Department of Health and the Research Institute for Tropical Medicine, Mactan Cebu International Airport (MCIA) opened COVID-19 tests for its own molecular laboratory. Thus, MCIA is the first airport in the Philippines to employ real-time polymerase chain reaction techniques (Erram, 2020).

    According to a clarification from Health Spokesperson Maria Rosario Vergeire, rapid antibody test kits cannot be bought in drugstores as operating these require the guidance of a doctor. The government also prohibits the online sale of the tests (Santos, 2020).

    Following the publishing of a seemingly misleading report, the Commission on Higher Education clarified that regular face-to-face classes will not be conducted in August. The agency announced that flexible learning will be equipped, in which digital technology will be used, possibly alongside in-person learning (Rocamora, 2020).

    Sa unang pagkakataon, hindi nailabas ng Department of Health (DOH) ang pang-araw-araw na COVID-19 statistics dahil sa “makabuluhang dami ng datang nakuha”. Bilang karagdagan, napansin ng DOH ang pagtaas sa kaso, paggaling, at patay sa bansa (Magsambol, 2020).

    Ipinahayag ni Inter-Agency Task Force Co-Chair Karlo Nograles na hindi hinihikayat ng gobyerno ang home quarantine para sa mga pasyente ng COVID-19 na mild ang sintomas dahil sa panganib ng paghawa ng mga miyembro sa bahay. Ibinanggit ni Nograles na lahat ng pasyenteng may COVID-19, mild o asymptomatic, ay ipapa-quarantine sa mga pasilidad (Esguerra, 2020).

    Kasunod ng mga reklamo, nagpalabas ng isang pahayag ang San Lazaro Hospital na tinatanggi ang labis na trabaho ng kanilang mga nars. Binanggit ng pangangasiwa ng ospital ang pag-apruba ng ipankulang iskedyul ng trabaho mula sa tauhan at regular psychosocial at debriefing sessions na isinagawa ng isang propesyonal (Esguerra, 2020).

    For the first time, the Department of Health (DOH) failed to release the Philippines’ daily COVID-19 statistics due to the “significant volume of data gathered.” Additionally, the DOH noticed an increase in the number of cases, recoveries, and deaths in the country (Magsambol, 2020).

    Inter-Agency Task Force Co-Chair Karlo Nograles announced that the government is discouraging home quarantine for mild COVID-19 patients due to risk of infecting members of the same household. Nograles mentions that all COVID-19 patients, even mild or asymptomatic, will be asked to stay under quarantine in monitoring facilities (Esguerra, 2020).

    Following the complaints, San Lazaro Hospital released a statement denying their overworking of nurses. The hospital management cited the approval of the proposed work schedule from the staff and the regular psychosocial and debriefing sessions conducted by a professional (Esguerra, 2020).

    Nang iulat ng Department of Health ang kanilang isang araw na huling COVID-19 update, naitala ang pinakamataas na paggaling sa Pilipinas na 4,325 paggaling (CNN Philippines, 2020).

    Habang lumalagpas 57,000 ang kaso sa bansa, naiulat ng St. Luke’s Medical Center at Makati Medical Center na ang kanilang pasilidad para sa COVID-19 ay puno na at hindi na maaaring tumanggap ng mga pasyenteng critically ill para sa sakit na COVID-19. Ang mga pasyenteng walang COVID-19 at mga outpatient ay tinatanggap pa (CNN Philippines, 2020).

    Ayon sa panayam kay Vivencio Dizon, ang COVID-19 Response Deputy Chief Implementer, ang sinasabing magiging bilang ng test sa COVID-19 ay lalagpas sa 1 milyon sa pagtatapos ng Hulyo dahil sa panaayos ng bilang ng pag-tetest  kada araw (Valente, 2020).

    Sabi naman ni Carlito Galvez Jr. na ang National Action Plan Phase 2, na mula Hunyo hanggang Setyembre 2020, ay ang pagligtas sa mga buhay at pagbawas ng masamang epekto patungo sa pagbangon ng ekonomiya at panlipunang gawain (Valente, 2020).

    According to Vivencio Dizon, the COVID-19 Response Deputy Chief Implementer, the expected number of tests done by end-july will reach more than 1 million due to the improved maximum number of tests per day (Valente, 2020).

    On the other hand, it is said by Carlito Galvez Jr. that the National Action Plan Phase 2, which is specifically from June to September 2020 is saving lives and alleviating harmful effect, towards rising of economy and social endeavors (Valente, 2020).

    Ayon sa Kalihim ng Kalusugan na si Duque, bagaman patuloy na tumataas ang mga kasong kaugnay sa COVID-10, naipatag na raw ang curve sa bansa (Magsambol, 2020). Noong itinama ni Duque ang kaniyang naunang pahayag ukol sa pagpatag ng COVID-19 curve, sinabi ni Senador Migz Zubiri na dapat sabihin nalang ni Duque ang katotohanan, at ipahayag ang tamang patnubay para labanan ang pandemyang COVID-19 (Torregoza, 2020).

    Itinanggi ni Interior Secretary Eduardo Ano ang militarisasyon bilang tugon sa COVID-19. Ayon kay Ano, ang pulis ay may supporting role” sa pagsuri ng pagsunod ng mga patakaran sa kuwarentina. Inilabas ang pahayag na ito pagkatapos ihinayag ng mga kritiko ang kanilang mga pangamba, sapagkat, ayon sa kanila, maikukumpura ang mga house-to-house police searches sa Oplan Tokhang, o ang “War on Drugs” (CNN Philippines, 2020).

    Ilang araw mula nung itinanggi ng kongreso ang pag-renew ng prangkisa ng ABS-CBN, intinanong ni Presidential spokesperson Harry Roque ang mga COVID-19 relief efforts. Sabi niya, “I do not know why ABS-CBN could not have done more. (Hindi ko alam kung bakit hindi mas lalong nagsumikap ang ABS-CBN).” (Esguerra, 2020).

    Bumaba ang quarantine status ng ciudad ng Cebu mula sa enhanced community quarantine (ECQ), at sila’y sumailalim sa modified enhanced community quarantine (MECQ) hanggang ika-31 ng Hulyo. Ito ang iisang ciudad na nanatili sa ilalim ng MECQ (Aguilar, 2020).

    Ayon sa Senate Minority Leader na si Franklin Drilon, ang paggastos ng bilyon mula sa utang para sa tugon sa COVID-19 ay susuriin ng mabuti pagdating sa mga budget hearings o paglilitis tungkol sa badyet (Ramos, 2020).

    According to Health Secretary Duque, the Philippines has already flattened the curve amidst the number of COVID-19 cases still rising (Magsambol, 2020). Senator Migz Zubiri said Duque should just tell the truth and give proper guidance on how to combat the COVID-19 pandemic, after the latter corrected his previous statement about the country finally flattening the curve (Torregoza, 2020).

    Interior Secretary Eduardo Ano denied the alleged militarization of the COVID-19 response. Ano said policemen only have a “supporting role” in checking for the compliance of quarantine protocols. This statement was released after critics’ fears on house-to-house police searches, comparing these to the drug war or Oplan Tokhang (CNN Philippines, 2020).

    Just days after Congress denied its franchise application, Presidential spokesperson Harry Roque questioned ABS-CBN’s COVID-19 relief efforts, saying “I do not know why ABS-CBN could not have done more.” (Esguerra, 2020). 

    Cebu City’s quarantine status was downgraded from an enhanced (ECQ) to a modified enhanced community quarantine (MECQ) until July 31, making it the only city remaining under MECQ (Aguilar, 2020).

    According to Senate Minority Leader Franklin Drilon, the use of the billions in foreign loans for the COVID-19 response will be scrutinized during budget hearings (Ramos, 2020).

    Ihinayag ni Trade and Industry Secretary Ramon Lopez na halos 26 porsyento ng 2, 135 na mga negosyo na sinuri sa Pilipinas ay nagsara simula noong tinamaan ng COVID-19 ang bansa. (Cahiles-Magkilat, 2020).

    Noong Ika-15 ng Hulyo, mahigit 250 na tao ang napasuri na gamit ang drive-thru COVID-19 center sa Maynila. Pagsapit ng ika-8 ng umaga sa susunod na araw, nakuha ng mahigit-kumulang 170 na tao ang resulta ng kanilang mga test (Tiangco, 2020).

    Trade and Industry Secretary Ramon Lopez announced that about 26 percent of the 2,135 businesses surveyed in the Philippines have closed since the COVID-19 pandemic hit the country (Cahiles-Magkilat, 2020).

    At least 250 individuals were tested on the opening day, July 15, of the drive-thru COVID-19 center in Manila, with around 170 individuals receiving their results as of 8 AM, July 16 (Tiangco, 2020).

    Sinabi ni Senate Minority Leader Franklin Drilon na siya ay “lubos na nabalisa” (deeply disturbed) sa mga pahayag ng Philippine National Police Chief General Archie Gamboa, sapagkat ihinalintulad niya ang house-to-house search para sa COVID-19 sa paghanap ng mga kriminal. Ayon kay Drilon, nagdaragdag ito sa kawalan ng tiwala sa mga awtoridad. (Ramos, 2020).

    Ayon sa Kagawaran ng Kalusugan, wala pang patunay na hindi maaring magkaroon ng COVID-19 muli ang taong gumaling na mula rito (De Vera, 2020).

    Senate Minority Leader Franklin Drilon said he was “deeply distrubed” by Philippine National Police Chief General Archie Gamboa’s remark likening the house-to-house search for COVID-19 to “locating” criminals, the former saying this adds to distrust in the authorities. (Ramos, 2020).

    Inaprubahan ng Kagawaran ng Agham at Teknolohiya ang mga clinical trials para sa lagundi laban sa COVID-19. Layunin ng proyekto ang matukoy kung makakapagbigay ng sympotamatic relief ang damong-gamot, at kung mababawasan nito ang bilang ng pasyente na pumoporgreso mula sa moderate o hindi seryoso hanggang severe o seryoso na kaso (Arayata, 2020).

    Ayon sa kinatawan ng Bayan Muna na si Carlos Zalate, ang “pagkahumaling” ng administrasyon sa charter change ay sayang lamang sa oras sa gitna ng pandemyang COVID-19. Mas nararapat na gamitin nila ang pagsisikap na ito para sa mga solusyong medikal (Lozada, 2020).

    Inilunsad ng Pamahalaan ng Lungsod ng Maynila ang kanilang pangalawang drive-thru COVID-19 testing center sa Quirino Grandstand (Marquez, 2020).

    Sa isang magkasamang pahayag, itinawag nila Senate Minority Leader Franklin Drilon, Senador Risa Hontiveros, at Senador Francis Pangilinan ang pamahalaan para gamitin ang mga mas murang, gawang lokal na COVID-19 test kits mula sa National Institute for Health ng Unibersidad ng Pilipinas, na masasabing kasingbisa ng mga testing kit na nanggaling mula sa ibang bansa na kasaulukuyang ginagamit (Ranada, 2020). 

    Inulit ni Senador Sherwin Gatchalian ang kaniyang adbokasiya para sa paggamit ng TV at radyo bilang bahagi ng blended learning approach. Ayon sa senador, “It is the most efficient way to reach every learner in the safety of their homes.” Kinilala ni Gatchalian ang mga isyung teknikal na dala ng panukalang ito, tulad ng mga teknikal na pasilidad at kagamitan (Casayuran, 2020).

    Sinigurado ng Kagawaran ng Paggawa at Empleyo na gagawin ng pamahalaan ang lahat ng kanilang makakaya upang tulungan ang mga Overseas Filipino Workers (OFW) na nawalan ng trabaho upang makahanap sila muli ng pagkakakitaan (Depasupil, 2020).

    The Department of Science and Technology has approved the clinical trials for lagundi against COVID-19. The project aims to determine if the herb can provide symptomatic relief for patients and if it can decrease the number of patients who progress from mild to moderate or severe cases (Arayata, 2020).

    Bayan Muna Representative Carlos Zarate said the administration’s “obsession” for Charter change is a waste of time amid the COVID-19 pandemic and should be channeled into medical efforts (Lozada, 2020).

    The Manila City government has launched its second drive-thru COVID-19 testing center at Quirino Grandstand (Marquez, 2020).

    In a joint statement, Senate Minority Leader Franklin Drilon, Senator Risa Hontiveros, and Senator Francis Pangilinan called on the government to utilize the cheaper locally-developed COVID-19 test kits from the University of the Philippines National Institutes for Health which are at par with imported test kits currently being used (Ranada, 2020).

    Senator Sherwin Gatchalian reiterated his advocacy for TV- and radio-based instructions as part of the blended learning approach, saying, “It is the most efficient way to reach every learner in the safety of their homes.” Gatchalian also acknowledges the technical issues this proposal has, such as technical facilities and equipment (Casayuran, 2020).

    The Department of Labor and Employment assured displaced overseas Filipino workers that the government would exhaust all efforts to aid them in regaining jobs (Depasupil, 2020).

    Napagtanto ni Presidential Spokesperson Harry Roque na ‘unfortunate’ daw na may mga taong pilit na hindi pinapansin ang ilang bahagi ng COVID-19 data. Ayon sa kaniya, habang tumataas ang bilang ng mga kaso ng COVID-19 sa bansa, ay mayroon ring “napalaking pagtaas (tremendous increase)” sa bilang ng mga gumaling mula sa sakit.     Ipinagkaloob ng Estados Unidos ang  Philippine General Hospiral at iba pang mga sentro ng paggamot ng COVID-19 ng 14.8 bilyong pisong halaga ng mga personal protective equipment.     Sinabi ng Kagawaran ng Kalusugan na papatunayan nito ang sinasabing kakulangan sa tauhan sa ilan na mga ospital dahil sa dumadaming reklamo. Ayon sa isang nars mula sa San Lorenzo Hospital, ang mga tauhang na na-expose sa mga pasyenteng may COVID-19 ay hindi kayang kumuha ng quarantine leave dahil sa kakulangan sa tauhan, na nakakapagpaliwanag sa “nakakabahlang pagtaas ng mga empleyadong nahahawa (the alarming rise of employees getting infected).” (CNN Philippines, 2020)

    Ang Sabayang Patak Kontra Polio, isang programa ng pagbabakuna laban sa polio, ay nagpatuloy pagkatapos nitong tumigil ng sandali dahil sa pandemya dulot ng COVID-19 (Esguerra, 2020).

    Magbubukas ang Senado ng isang imbestigasyon ayon sa mga naiulat na pagkamatay ng mga presong Bilibid na high-profile nang dahil sa COVID-19. Ihinayag ng Pangulo ng Mataas na Kapulungan ng Pilipinas na si Vicente Sotto III na ang mga iniulat na mga pagkamatay na ito ay maaring isang pakanalamang upang makatakas ang mga preso (Gotinga, 2020).

    The United States donated P14.8-million worth of personal protective equipment to the Philippine General Hospital and other COVID-19 treatment centers, raising the overall US COVID-19 response assistance to nearly P981-million (Gonzales, 2020).

    The Department of Health said that it would verify the alleged understaffing in some hospitals due to increase in complaints. A nurse from San Lazaro Hospital said that staff who have been exposed to COVID-19 patients could not afford to have quarantine leaves due to understaffing, explaining “the alarming rise of employees getting infected” (CNN Philippines, 2020).

    Sabayang Patak Kontra Polio, the polio vaccination program, was resumed after being put on hold due to the COVID-19 pandemic (Esguerra, 2020).

    The Senate would open an investigation on the reported COVID-19 deaths of high-profile Bilibid inmates. Senate President Vicente Sotto III announced that the alleged deaths may have been a ruse to allow the prisoners to escape (Gotinga, 2020).

    Inaprubahan ni Pangulong Duterte, na dating tutol sa pagkaroon ng pisikal na klase hanggang magkaroon ng isang bakuna laban sa COVID-19, ang panukala ng Kagawaran ng Edukasyon na magkaroon ng limitadong face-to-face na klase sa mga lugar na mababa ang panganib o low risk.     Ibinunyag ni Philippines Ambassador to the United States na si Jose Manuel Romualdez na nakipag-usap ang Pilipinas sa mga kumpanya ng parmasyutiko sa Estados Unidos na gumagawa ng bakuna laban sa COVID-19. Tiniyak ni Romualdez na sa panahon na maaring i-export ang mga bakunang ito, makakatanggap ang Pilipinas ng mga ito.  (Esguerra, 2020).
    Ayon kay Presidential Spokesperson Harry Roque, iniisip ng gobyernong magkaroon ng “pooled testing” upang mapabilis ang pagsusuri ng mga Pilipino para sa COVID-19 gamit ang mas kaunting gamit (Kabiling, 2020).

    President Rodrigo Duterte urged police to strictly enforce health measures, saying that violators may be jailed to give them “a lesson.” Duterte also called on mayors to “do more” to take care of their constituents (Esguerra, 2020).

    President Duterte, who previously opposed physical classes until a COVID-19 vaccine becomes available, approved the Department of Education’s proposal to hold limited face-to-face classes in low-risk areas (CNN Philippines, 2020).

    Philippines Ambassador to the United States Jose Manuel Romualdez revealed that the government has reached out to pharmaceutical companies in the United States that are developing COVID-19 vaccines. Romualdez assured that once vaccines are available for export, the Philippines will receive such (Esguerra, 2020).

    According to Presidential Spokesperson Harry Roque, the government considered “pooled testing” to hasten the screening of Filipinos for COVID-19 using fewer supplies (Kabiling, 2020).

    Ayon kay Presidential Spokesperson Harry Roque, ang oposisyon ay “nag-resort sa politicking” tuwing sinasabi nila na nabigo ang gobyerno sa pagtugon laban sa pandemyang COVID-19, sapagkat, ayon kay Roque, natalo ng Pilipinas ang inaasahang bilang ng Unibersidad ng Pilipinas na magkakaroon ang Pilipinas ng 3.5 milyong kaso (Aguilar, 2020).

    “Uutusan” ang mga pampublikong ospital na itaas sa 70% ang paglaan ng mga kama para sa pasyente na may COVID-19 kung kinakailangan, sa kabila ng kakulangan sa tauhan ang gamit. Ang mga pribadong ospital naman, sa kabilang dako, ay kinakailangang maglaan lamang ng 20 hanggang 30% ng kanilang mga kama para sa mga pasyente na may COVID-19. (CNN Philippines, 2020).

    Isang dosenang proyektong militar sa ilalim ng modernization program ay papatigilin muna upang tulungan ang pamahalaan sa pagpondo ng tugon laban sa pandemya dulot ng COVID-19. Inihayag ni Defense Secretary Delfin Lorenzana na ang 9.4 bilyong piso na pondong di pa nagagamit ay “ilalahad para sa pondo laban sa COVID (reprogrammed toward the COVID fund).” (Santos, 2020).

    According to Presidential Spokesperson Harry Roque, the opposition is “resorting to politicking” in saying that the government failed to respond to the COVID-19 pandemic, noting how the country beat the University of the Philippines’ projection of 3.5-million cases (Aguilar, 2020).

    Public hospitals “will be mandated” to increase bed allocation for COVID-19 to 70 percent when the need arises, amid complaints of understaffing and lack of equipment. Private hospitals, on the other hand, will only have to allocate 20 to 30 percent of total beds for COVID-19 patients (CNN Philippines, 2020).

    A dozen military projects under the modernization program will be placed on hold to aid the government in funding its response to the COVID-19 pandemic. Defense Secretary Delfin Lorenzana announced that the P9.4-billion of unused funds will be “reprogrammed toward the COVID fund” (Santos, 2020).

    Sinalaky ng mga pulis ang isang printing shop sa Quezon City an sinabing gumawa ng mga pekeng resultang medikal at sertipikong COVID-19 pagkatapos mag-viral ang isang post sa social media na nagbunyag sa pakana (CNN Philippines, 2020).

    Hinihikayat ng mga dalubhasa sa kalusugan ang publiko na magpabakuna laban sa trangkaso sa gitna ng pandemya dulot ng COVID-19, sapagkat maaring pigilan nito ang pagbuo ng senyas at simptomas na maaring pagkamaliang COVID-19 (De Vera, 2020).

    Malaki ang pagtitiwala ni Presidential Spokesperson Harry Roque na gagawa ng paraan si Pangulong Rodrigo Duterte upang makakuha ng pondo, at makahanap at “makuha ng bakuna laban sa COVID-19.” Dinagdag ni Roque na ang independent foreign policy ni Duterte ay makakatulong siguraduhing ang pagkuha ng mga bakuna, sapagkat “kaibigan’’ ng Pilipinas ang Tsina, Rusiya, Amerika, at Europa — ang mga lugar na kayang gumawa ng isang bakuna (Geducos, 2020).

    Police raided a printing shop in Quezon City that allegedly produced fake COVID-19 medical results and certificates. This was after a social media post went viral exposing the scheme (CNN Philippines, 2020).

    Health experts are encouraging the public to vaccinate against the flu amid the COVID-19 pandemic, noting that it will prevent the development of signs and symptoms that can be mistaken for COVID-19 (De Vera, 2020).

    Presidential Spokesperson Harry Roque is confident that President Duterte will be able to look for funds and find ways to “get hands on the [COVID-19] vaccine.” Roque added that Duterte’s independent foreign policy will also help in securing vaccines, with the Philippines being “friends” with China, Russia, America, and Europe — those who are able to develop a vaccine (Geducos, 2020).

    Cabinet Secretary Karlo Nograles said that conclusions of the government failing to respond to the pandemic are “unfair assessments,” noting that the country is a “good place” compared to more developed ones. Nograles cited scientists’ former projections, saying that had the President not acted fast, the country would have seen 1.3-million COVID-19 cases (Aguilar, 2020).

    Patuloy na ipinahahayag ng pamahalaan na sisiguraduhin na ang mga mamamayang Pilipino ang unang makatatanggap ng gumaganang bakuna kung nabuo na ito. 

    Ayon kay Esguerra (2020), sasali ang Pilipinas sa COVAX Facility, isang sistema na initatag na may layunin na magkaroon ng “mabilisang, patas, at pantay-pantay na access sa mga COVID-19 na bakuna sa iba’t ibang parte ng mundo.” Ang COVAX Facility ay pinangungunahan ng Gavi, the Vaccine Alliance, isang initiative ng Bell & Melinda Gate Foundation na nilalayon na magbigay ng impormasyon tungkol sa pababakuna o immunization.

    The Philippine government has repeatedly announced that once a working vaccine has been developed, the provision of these for the Filipino people will be of utmost priority.

    According to Esguerra (2020), the Philippines will be joining the COVAX Facility, a system to be put in place with the goal of “rapid, fair, and equitable access to COVID-19 vaccines worldwide.” The COVAX Facility is led by Gavi, the Vaccine Alliance, an initiative by the Bill & Melinda Gates Foundation that aims to increase awareness about immunization.

    Tatlong magkasusunod na araw na na naitala ng Pilipinas ang mahigit sa 2,000 na bagong kaso ng COVID-19 sa isang araw (Rappler, 2020).

    Ang Bagong Kanluran, isang komunidad sa Paso de Blas, Valenzuela City, ay inilagay sa lockdown ng dalawang linggo, kung saan magtatapos ito sa ika-siyam ng Agosto. Iniutos ni Valenzuela Mayor Rex Gatchalian ang lockdown na ito matapos umabot sa 25% hanggang 50% ang bilang ng mga residente sa lugar na positibo sa COVID-19 (Mendoza, 2020).

    For the third day in a row, the Philippines recorded more than 2,000 new cases of COVID-19 (Rappler, 2020).

    Bagong Kaunlaran, a community in Paso de Blas, Valenzuela City, was put on a two-week lockdown, to end on August 9. Valenzuela Mayor Rex Gatchalian ordered the lockdown after 25% to 50% of its residents tested positive for COVID-19 (Mendoza, 2020).

    Ang Barangay 95 at 97 ng lungsod ng Caloocan ay inilagay naman sa lockdown ng isang linggo, kung saan matatapos ito sa ika-1 ng Agosto. Iniutos ni Caloocan Mayor Oscar Malapitan ang lockdown na ito matapos magkaroon ng 20 COVID-19 cases sa Barangay 95 at 13 naman sa Barangay 97 (Tiangco, 2020).

    Barangays 95 and 97 of Caloocan City were put on a week-long lockdown, to end up on August 1. Caloocan Mayor Oscar Malapitan ordered the lockdown after it was recorded that there were 20 COVID-19 cases in Barangay 95 and 13 in Barangay 97 (Tiangco, 2020).

Ani niya, bagaman na itinuring ang Pilipinas bilang isa sa mga nagkaroon ng pinakamahigpit na lockdown sa buong mundo, naiwasan naman ng bansa ang humigit kumulang sa 1.3 milyong hanggang 3.5 milyong mga impeksyon. Kinumpirma rin niya ang nakaraang pahayag kung saan sinabi niya na hindi magbubukas ang mga paaralan hanggang mayroon nang bakuna. Kinailangan niya ring daw makiusap sa Pangulong ng Tsina na si Xi Jinping upang ibahagi ang kanilang bakuna sa Pilipinas kung sakali mauna ang bansa na makakuha nito (Morales & Lema, 2020).

    In his fifth State of the Nation Address (SONA), President Rodrigo Duterte defended his approach in fighting COVID-19. In the SONA, he stated that although the Philippines had one of the strictest lockdowns in the world, it had prevented 1.3 million to 3.5 million infections. He also affirmed his previous statement that schools would not reopen until a vaccine was readily available, saying that he had made a plea to President Xi Jinping of China to share the COVID-19 vaccine with the Philippines should they be the first country to secure one (Morales & Lema, 2020).

    Ayon kay Dr. Guido David na kabilang sa OCTA Research Team ng Unibersidad ng Pilipinas, maaaring makatulong mapigil ang patuloy na pag-akyat ng bilang ng mga COVID-19 cases sa Metro Manila ang muling pagbalik ng mga mas mahigpit na quarantine measures, tulad na lamang ng Modified Enhanced Community Quarantine (MECQ) (Jazul & Unite, 2020).

    Ayon sa DOH Undersecretary na si Maria Rosario Vergeire, inaaral ng mga miyembro ng Inter-Agency Task Force for the Management of Emerging Infectious Diseases o IATF kung ang pagbalik sa MECQ ang pinakamabuti nilang plano (Jazul & Unite, 2020).

    Dr. Guido David of the University of the Philippines’ OCTA Research team said that reverting to stricter quarantine measures like Modified Enhanced Community Quarantine (MECQ) might help in controlling the rising COVID-19 cases in Metro Manila (Jazul & Unite, 2020).

    According to DOH Undersecretary Maria Rosario Vergeire, members of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) have also been studying if going back to MECQ is the best course of action (Jazul & Unite, 2020).

    Itinala ng Kagawaran ng Kalusugan ang 3,954 na mga bagong kaso ng COVID-19. Itinuturing ito na pinakamataas na bilang sa Pilipinas ng mga bagong kaso ng COVID-19 sa isang araw mula nang magsimula ang pandemya.

    Itinala rin ng DOH ang 38,075 na mga taong bagong galing. Itinuring din ito bilang pinakamataas na rekord maliban sa bilang ng mga bagong kaso. Ito ay sa pagsisikap ng DOH na “ipagkasundo ang datos” sa pamamagitan ng “mass recovery adjustment” kung saan itinuring nito ang mga asymptomatic at mild cases bilang galing o recovered na (Sabillo, 2020).

    Nagpahayag ng padududa si Senador Joel Villanueza at sinabi na ang paraan ng pag-uulat ng DOH ay mas masahol pa sa pabago-bagong panahon. Sinabi rin niya na pinapakita ng mga datos na mayroong problema sa pagpapaliwanag ng datos at binibigyan nito ang mga tao ng isang huwad na pakiramdam ng kaligtasan (Gotinga, 2020).

    The Department of Health recorded 3,954 new COVID-19 cases, making it the highest single-day tally in the Philippines since the pandemic started.

    The DOH also recorded 38,075 new recoveries, making it another record-high on top of the tally of new cases. This is because of the DOH’s “data reconciliation efforts,” which involved a “mass recovery adjustment” that reclassified asymptomatic and mild cases of COVID-19 as recoveries (Sabillo, 2020).

    Senator Joel Villanueva questioned these figures, saying that the DOH’s reporting style was worse than the changing weather. He further stated that the figures showed that there was a problem in data interpretation and that they lulled people into a false sense of security (Gotinga, 2020).
