COVID-19 Timeline

JUNE 2020

Make sure you, and the people around you, follow good respiratory hygiene. This means covering your mouth and nose with your bent elbow or tissue when you cough or sneeze. Then dispose of the used tissue immediately and wash your hands. Why? Droplets spread virus. By following good respiratory hygiene, you protect the people around you from viruses such as cold, flu, and COVID-19.

The World Bank reported that the Philippines’ COVID-19 cases have not yet peaked, and projects that the economy will shrink by 1.9% in 2020 (Rivas, 2020).

PLDT’s Manny Pangilinan proposes high-tech greenhouses, national identification systems, and online medical diagnosis as some of the digital solutions for the new normal. Pangilinan adds that private companies are willing to help the government (Rivas, 2020).

Health Undersecretary Maria Rosario Vergeire states that the spike in COVID-19 cases does not mean an increase in cases — only an improvement in detection and reporting (Magsambol, 2020).

The Bureau of Jail Management and Penology reports that 745 prisoners and 125 personnel have tested positive for the coronavirus. Cebu City Jail continues to be among the worst-hit prison facilities (Talabong, 2020).

Senator Bong Go’s Balik Probinsya program has been suspended for at least a month to give way for the return of OFWs and priority individuals stranded in Metro Manila (Ranada, 2020).

Mariah Jocson, a Filipina cruise ship worker, committed suicide while awaiting suspended repatriation flights. Her death is the second suicide among OFWs during the pandemic (Tomacruz, 2020).

On a phone call on the eve of Independence Day, President Duterte was assured by Chinese President Xi Jinping of assistance during the pandemic.

The Department of Justice stated that 68 of its employees have contracted the coronavirus after undergoing rapid antibody testing. According to Secretary Guevarra, many of them have undergone swab testing to confirm if they have the virus (Talabong, 2020).

The Department of Health announced that, as of mid-June, the country’s COVID-19 fatality rate has been showing a “downward trend” (Rappler, 2020).

At least 14 lawmakers from Eastern Visayas seek to review the “Hatid Probinsya” program. The lawmakers say the region was free of coronavirus cases until the program was implemented (Cepeda, 2020).

A father and son from Pangasinan were arrested for violating quarantine and social distancing policies after backriding on a motorcycle to work.

Due to the recent spike in coronavirus cases in Cebu City, the national government plans to assess the city’s COVID-19 response and considers introducing a “Visayas deputy implementer” to oversee the plans in the region. The evaluation will include an establishment of outpatient services in the city (Ranada, 2020).

Following the arrest of a father and son due to motorcycle backriding, the national government will soon allow backriding and will draw up guidelines to keep the practice safe.

According to Health Undersecretary Maria Rosario Vergeire, as long as individuals in an air-conditioned vehicle wear masks, the risk of contracting the virus is “very low.” Vergeire reminded the public that the virus is transmitted, not airborne, but through droplets. Some studies suggest that airborne transmission is possible, however none are conclusive. Based on the quarantine guidelines, only four passengers are allowed in private vehicles at a time (Magsambol, 2020).

According to the Department of Health, Central Visayas’ critical care capacity is already in the “warning zone.” In Cebu City, the epicenter of the pandemic in the Visayas, almost all equipment and hospital beds are being used and occupied. COVID-19 cases in the region have exceeded the number of cases in Metro Manila (Magsambol, 2020).

The Central Visayas police cancelled the validity of all quarantine passes in Cebu City due to the increase in COVID-19 cases in the region. Only exempted frontliners and essential workers should be allowed on the streets. Guidelines will be tightly enforced in the region (Macasero, 2020).

The Department of the Interior and Local Government (DILG) filed a complaint against Olongapo City Mayor Rolen Paulino Jr. after the latter organized a mass gathering for distribution of social amelioration cards and allowed motorcycle backriding. According to the DILG, the mayor was given a chance to explain the infractions prior to the decision to file the complaint (Talabong, 2020).

According to Overseas Workers Welfare Administration chief Hans Cacdac, the P18.8 billion fund coming from OFW contributions may be depleted to P10 billion by the end of 2020 due to the costs of the pandemic response. Cacdac requested assistance from Congress to shoulder food, accommodation, and transportation costs (Rey, 2020).

Despite high single-day rises in COVID-19 cases, most of them are “mild cases,” says the Department of Health. According to the Heath Undersecretary, there is a high chance that the country will recover from this pandemic (Buan, 2020).

According to Vice President Leni Robredo, the Philippines did not act urgently regarding the coronavirus and is currently playing catch-up in its response. Robredo cited the delayed response of the country regarding the cancellation of flights from China. The Vice President has been filling the multiple gaps in the government’s response through raising funds for equipment and assisting frontliners (Cepeda, 2020).

To further intensify the enforcement of quarantine guidelines, the national coronavirus task force deployed more soldiers and police, including the elite Special Action Task Force troopers, to the Visayas epicenter Cebu City (Ranada, 2020).

Manila City’s coronavirus testing lab in Sta. Ana Hospital opens after receiving the green light from the Department of Health. With the capacity to test around 200 cases daily, the lab more than doubles the testing capacity of the city (Talabong, 2020).

Philippine medical societies debunked the belief that the practice of “tu-ob” or steam inhalation is an effective method to kill the SARS-CoV2 virus that causes COVID-19. In fact, according to the medical societies, such practice may cause potential harm. The statement was released after Cebu Governor Gwendolyn Garcia issued a government memorandum advising local government employees to practice “tu-ob” twice a day to fight the virus (Tomacruz, 2020).

Eastern Visayas reports the first three coronavirus deaths in the region with the two deaths being returning residents, while the third being the first recorded local transmission COVID-19 death in Samar. The three fatalities had additional medical conditions such as diabetes and cardiac diseases (Villegas, 2020).

A 23-year-old male COVID-19 patient in Basilan escaped from a government quarantine facility. The patient was the first case registered in Al-Barka town (Rappler, 2020).

The Inter-Agency Task Force allows groups of up to 10 people to cemeteries and memorial parks under general community quarantine. The final decision on the number of individuals visiting at a time is up to the management of such services (Rey, 2020).

According to the Department of Foreign Affairs, the P1-billion fund for the repatriation of stranded overseas Filipino workers is projected to be depleted by August 2020. The budget is running out due to the limited number of passengers per P13-million to P14-million chartered flight (Cepeda, 2020).

Labor Secretary Silvestre Bello III denies reports that stranded overseas Filipino workers scavenge for food in Saudi Arabia. According to Bello, Filipinos, ‘honorable and diligent people,’ would not resort to eating garbage to survive; instead, the OFWs went through food rejected by groceries due to quality control. Bello also mentioned that let-off OFWs deciding to sell off blood was a normal ‘experience’ to earn extra money (Cepeda, 2020).

Senators lamented the rise of COVID-19 cases in the country as data from the World Health Organization places the Philippines at the top of the ranking on surge in cases in the Western Pacific Region. Senators Pangilinan and Villanueva cited the loss of “focus on our primary goal of containing the virus” by “various and oftentimes confusing guidelines” (Ramos, 2020).

“Let us not cherry pick the countries we want to compare ourselves to,” said Health Undersecretary and Spokesperson Maria Rosario Vergeire in response to reports stating that the Philippines has the fastest rise in COVID-19 cases in the Western Pacific Region. Vergeire cites the differences between the socioeconomic context and health system capacity of the Philippines, Singapore, and other countries as parameters that affect the surge in cases (CNN Philippines, 2020).

For Presidential Spokesperson Harry Roque, the country is “winning” in terms of positivity rate, doubling rate, and mortality rate as the Philippines has “defied” the prediction of experts from the University of the Philippines. Roque also refuted the World Health Organization’s data showing the Philippines with the fastest rise in infections in the Western Pacific region (Lopez, 2020).

According to Vince Dizon, deputy chief implementer of the COVID-19 response in the country, two points are responsible for the World Health Organization’s report of the Philippines having the fastest rise of cases in the region: (1) the increase in cases in Central Visayas, and (2) the drastic increase in testing capacity (Aguilar, 2020).

The Department of Health regional office in Western Visayas placed the deployment of doctors to the Visayas epicenter, Cebu City, on hold, following the concerns of the medical team regarding the directive. Health Secretary Francisco Duque III issued the directive to deploy physicians to the epicenter due to understaffing of workers in the area (CNN Philippines, 2020).

Cebu City remains as only one of the hotspots of the COVID-19 pandemic with Metro Manila still being the epicenter, according to the Department of Health. The clarification is in response to Interior Secretary Eduardo Ano’s statement that Cebu City has become the new epicenter (CNN Philippines, 2020).

According to Retired Major General Melquiades Feliciano, the military was deployed “to support the health workers in the prevention of spread and management of patients.” The statement was in response to claims by activists that the government is militarizing the COVID-19 response in the country (Sadongdong, 2020).

The total debt load of the Philippines has grown closer to P9-trillion, according to the Bureau of the Treasury. The spike is due to the “increased reliance” on funds to support COVID-19 response measures (Lopez, 2020).
