    Sa isang Malacañang press briefing, iniulat ni Budget Secretary Wendel Avisado ang breakdown ng P389.06-bilyon na pondo ng gobyerno para tugunan ang pandemyang COVID-19. Ayon sa ulat, karamihan ng pondo ay inilaan sa mga programa ng Department of Social Welfare and Development (DSWD), Department of Finance (DOF), Social Security System (SSS), at Department of Health (DOH). May kabuuang P211.6-bilyon ang inilaan para sa Social Amelioration Program ng DSWD. Bukod dito, P51-bilyon naman ang inilaan para sa Small Business Wage Subsidy Program ng DOF at SSS. Samantala, P48.98-bilyon naman ang binigay sa DOH para sa hazard pay ng mga mga manggagawa sa kalusugan ng publiko at pang bili ng protective equipment at testing kits (Ranada, 2020).

    During a Malacañang press briefing, Budget Secretary Wendel Avisado presented the breakdown of the P389.06-billion government fund for our country’s COVID-19 pandemic response and mitigation. According to the report, most of the funds were allocated to programs by the Department of Social Welfare and Development (DSWD), Department of Finance (DOF), Social Security System (SSS), and Department of Health (DOH). A total of P211.6-billion of the fund went to the Social Amelioration Program of the DSWD. Moreover, P51-billion was allotted for the Small Business Wage Subsidy Program of DOF and SSS. Meanwhile, P48.98-billion were given to DOH and were used for the hazard pay of public health workers and to buy personal protective equipment and testing kits (Ranada, 2020).

    Ayon kay Health Undersecretary Leopold Vega, patuloy na dinadagdagan ng DOH ang kakayanan ng medikal na sektor. Pinapabuti na rin nila ang sistema ng case referral sa pamamagitan ng One Hospital Command (CNN Philippines, 2020).

    Samantala, ayon sa prediksyon ng UP OCTA Research Team, aabot na sa 375,000 ang bilang ng mga kaso sa buong bansa. Gayunman, inaasahang bababa na ang reproductive rate ng virus (CNN Philippines, 2020).

    Meanwhile, according to the UP OCTA Research team’s calculated prediction, the number of nationwide cases could reach 375,000 by the end of this month. However, the reproductive rate of the virus is projected to decrease (CNN Philippines, 2020).

    Ayon sa mga mananaliksik mula sa Unibersidad ng Pilipinas, posibleng umabot ng 585,000 ang bilang ng kaso ng COVID-19 sa bansa bago matapos ang taong 2020. Maaaring tumaas hanggang 767,000 o bumaba ng 402,000 ang bilang ng kaso depende sa iba’t ibang bagay o factors (CNN Philippines, 2020).

    Researchers from the University of the Philippines estimated the tally of COVID-19 cases in the country to reach an average of 585,000 before the end of 2020. The numbers could rise as high as 767,000 or decrease as low as 402,000 depending on different factors (CNN Philippines, 2020).

    Itinanggi ng Department of Health ang pahayag na mayroong bagong novel coronavirus strain sa Pilipinas na kung saan ang mga may edad na 29-40 ang nahahawaan. Sinabi ni Health Undersecretary Maria Rosario Vergeire na hindi dahil karamihan ng tinatamaan ng COVID-19 ay mula sa 29-40 na age group, ay mayroon nang bagong strain ng virus na pumupunterya ang grupong ito. Dagdag pa niya, ganun na lamang ang statistika dahil ang mga nasa edad 29-40 ang kadalasang lumalabas at gumawa ng mga gawain (Magsambol, 2020).

    The Department of Health disproves the claim that there is a new novel coronavirus strain present in the Philippines which targets the 29-40 age group. Health Undersecretary Maria Rosario Vergeire said that even if the highest recorded number of cases is from the 29-40 age group, it doesn’t imply that there is a new strain targeting them. The statistic followed that trend because people from that age group are the ones who usually go out and do tasks (Magsambol, 2020).

    Ayon kay Delfin Lorenzana, ang National Task Force laban sa COVID-19 ay hinihintay ang ₱5 bilyon mula sa Bayanihan to Recover As One Act para magamit na pambayad sa mga hotel na gagawing mga quarantine facility ng mga pasiyenteng walang sintomas kesa sa kani-kanilang mga tahanan (Santos, 2020).

    Sinabi rin ni Lorenzana na mas malaki ang possibilidad ng mga pasiyente na makahawa kung sila ay nasa kanilang mga tahanan. Sinabi niya rin na ang Task Force ay naglalayong makakuha ng discount dahil sa mas kaunting pumupunta sa mga hotel ngayong panahon ng pandemya (Santos, 2020).

    Sinabi naman ng Kagawaran ng Pangkalusugan na ang pag-quarantine ng pasiyente kani-kanilang mga tahanan ay hindi ipinagbabawal basta’t may sariling kwarto at kagamitan na kakailanganin ang mga pasiyente. Dapat ring naka-PPE ang mga papasok dito (Santos, 2020).

    According to Delfin Lorenzana, the National Task Force Against COVID-19 waits for the additional ₱5 billion from the Bayanihan to Recover As One Act to be used as the money to pay hotels as quarantine facilities to be used by asymptomatic patients instead of their homes (Santos, 2020).

    Lorenzana stated that these patients have greater chances of spreading the virus when they continue to stay in their respective homes. He also stated that the Task Force aims to get discounts due to lesser accommodations of the hotels during the pandemic (Santos, 2020).

    The DOH states that home quarantine of asymptomatic patients are not prohibited as long as the patient’s room is isolated and protective equipment must be worn when other members are going to the isolation area (Santos, 2020).

    Naglabas ang Inter-Agency Task Force for the Management of Emerging Infectious Diseases ng resolusyon sa pamamaraan ng clinical trials para sa mga bakunang pang COVID-19 sa bansa. Ayon sa nasabing resolusyon ng IATF, ang makakatanggap ng nasabing bakuna ay pipiliin nang sapalaran mula sa 5-10a barangay na may pinakamaraming kaso ng COVID-19 (CNN Philippines, 2020).

    Ayon kay Secretary Fortunato Dela Peña ng Department of Science and Technology, kailangang bigyan ng prioridad ang Solidarity Trial ng World Health Organization kaysa sa kanya-kanyang trial ng mga pribadong kompanya. Kasalukuyang pinag-uusapan ng Pilipinas at Russia ang pagkakaroon ng clinical trial ng “Sputnik V”, isang bakunang pang-COVID-19 na galing sa Russia, sa bansa. Pinag-aaralan pa ng mga eksperto ang mga dokumento na ipapasa rin sa Food and Drugs Administration kung ma-aaprubahan ang Phase 3 trial ng bakuna sa bansa (CNN Philippines, 2020).

    A resolution in relation to the conduct of clinical trials for COVID-19 vaccines in the country were released by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases. The IATF’s Resolution states that recipients of the vaccines will be randomly chosen from the top 5-10 barangays with the most COVID-19 cases (CNN Philippines, 2020).

    According to Department of Science and Technology Secretary Fortunato dela Pena, the World Health Organization’s Solidarity Trial should be prioritized over independent trials by private vaccine manufacturers. Currently, the “Sputnik V” vaccine of Russia is being discussed by the Philippines with Russia and other firms to hold clinical trials in the country. Documents are still being reviewed by experts and later on by the Food and Drug Administration if the Phase 3 trial of the vaccine is approved in the country (CNN Philippines, 2020).

    Ayon sa mga mananaliksik, pagdating ng dulo ng Setyembre, maaaring magkaroon ng 375,000 kaso ng COVID-19 sa Pilipinas. Nagsimula na maging patag ang kurba sa National Capital Region (NCR), ngunit pinapaalala pa rin na mag-ingat (Magsambol, 2020).

    Sabi ni Interior Secretary Eduardo Año na pinaplano ng gobyerno na patigilin ang home quarantine para sa mga pasyenteng may COVID-19, ngunit sabi ng DOH na posible pa ito sa tamang kondisyon (Magsambol, 2020).

    Researchers say that by the end of September, the Philippines may hit 375,000 COVID-19 cases. The curve in the National Capital Region (NCR) has flattened, keeping in mind to continue to practice the proper safety precautions (Magsambol, 2020).

    Interior Secretary Eduardo Año said that the government is planning to suspend home quarantine of COVID-19 patients, but DOH said it is still possible under the proper conditions (Magsambol, 2020).

    Patuloy na kinokondena ng DepEd ang panawagan para sa academic freeze sa gitna ng COVID-19 krisis. Ayon kay DepEd Undersecretary Nepomuceno Malaluan, ang ay academic freeze ay panandaliang solusyon at isinasawalang bahala ang pangmatagalang epekto ng kawalan ng pagkatuto (CNN Philippines, 2020).

    Inaasahan ang biglaang pagtaas ng mga kaso ng COVID-19 sa Pilipinas dahil sa huling pagpasa ng datos mula sa mga laboratoryo. Ayon kay DOH spokesperson Maria Rosario Vergeire, kailangan ng mga laboratoryo na sumunod sa alituntunin ng DOH tungkol sa pagpasa ng mga personal na impormasyon ng mga pasyente dahil makakatulong ito sa isinasagawang contact tracing (CNN Philippines, 2020).

    DepEd continues to oppose calls for an academic freeze amid COVID-19 crisis. According to DepEd Undersecretary Nepomuceno Malaluan, the movement is shortsighted and ignores the long-term effects of the absence of learning (CNN Philippines, 2020).

    Philippine COVID-19 cases are expected to take a spike due to late submissions from laboratories. According to DOH spokesperson Maria Rosario Vergeire, the laboratories must comply with DOH’s requirement of submitting the patient’s personal details to aid contact tracing (CNN Philippines, 2020).

    Ayon kay Health Undersecretary Maria Rosario Vergeire, ang World Health Organization (WHO), kasama ang mga siyentipiko ng estado, ay sinusuri na ang listahan ng 34 na potensyal na mga bakuna. Bukod dito, inaasahan na sa ika-4 na linggo ng Setyembre, natukoy na ng WHO ang eksaktong bilang ng bakuna at tiyak na uri ng bakuna na gagamitin sa pag-aaral. Dagdag pa ni Vergeire, ang pagsasagawa ng clinical trials na may kaugnayan sa solidarity trials ng WHO para sa bakuna laban sa COVID-19 ay maaring magsimula sa pagtatapos ng Oktubre (Tomacruz, 2020).

    Naitala ang pinakamataas na bilang ng mga namatay dahil sa COVID-19 sa isang araw sa Pilipinas. Ang naitala ng Department of Health na namatay ngayong araw ay 186 habang ang kabuuan na bilang ng mga kaso ng sakit sa bansa ay pumalo na sa 257, 863. Sa nakatalang mga namatay, 36 ang pumanaw noong Setyembre, 63 noong Agosto, 59 noong Hulyo, 24 noong Hunyo, 3 noong Mayo at 1 noong Abril (Casilao, 2020).

    The highest number of deaths in a day from COVID-19 in the Philippines was recorded today. The Department of Health recorded 186 new deaths as the total number of cases went up to 257, 863. Of the recorded deaths, 36 happened in September, 63 in August, 59 in July, 24 in June, 3 in May and 1 in April (Casilao, 2020).

    Ayon kay Police Lt. Gen. Guillermo Eleazar, ang kumander ng task force, ang Facebook page na Joint Task Force COVID Shield ay magsisilbing plataporma ng mga mamamayan upang mag-ulat ng mga paglabag sa mga patakaran ng quarantine tulad ng pag-inom, malalaking parti, pagdiriwang, at ilegal na pagsusugal sa mga pampublikong lugar. Dagdag pa niya, ang JTF COVID Shield ay karagdagang plataporma bukod sa mga Facebook account ng mga lokal na police stations at police units kung saan maaring magpadala ang publiko ng mga reklamo (Luna, 2020).

    Police Lt. Gen. Guillermo Eleazar, the task force commander, said that the Facebook page Joint Task Force COVID Shield will serve as a platform for the citizens to report violations of quarantine rules such as drinking sessions, large parties, celebrations, and illegal gambling in public places. He also said that the JTF COVID Shield will be an additional platform aside from the Facebook accounts of the local police stations and police units where the public can send complaints (Luna, 2020).

    Ipinatupad ng Department of Transportation (DOTr) ang bagong alituntunin na bawasan ang physical distancing sa mga pampublikong sasakyan, mula sa 1m ay 0.75m na upang madagdagan ang bilang ng mga pasahero. Samantala, hindi sang-ayon ang mga healthcare workers dito. Ayon kay Dr. Antonio Dans, miyembro ng Healthcare Professionals Alliance for COVID-19 (HPAAC), maaga pa upang luwagan ang mga alituntunin sa pampublikong transportasyon. Dagdag pa niya, mahalaga ang timing sa paggawa ng patakaran dahil kaakibat ng tumataas na bilang ng kaso ang pagbagal ng pagbawi ng ekonomiya ng bansa (Tomacruz, 2020).

    Habang umabot na sa 265, 888 ang mga kaso sa bansa, naitala na ang Pilipinas ang may pinaka madaming kaso ng COVID-19 sa Southeast Asia sa kabila ng pagkakaroon ng pinaka mahabang lockdown (Cabico, 2020).

    The Department of Transportation (DOTr) implemented the reduced physical distancing on public transport from the standard 1 meter to 0.75m to increase the vehicles’ passenger load. Meanwhile, health workers disagree with the policy. According to Dr. Antonio Dans, a member of the Healthcare Professionals Alliance for COVID-19 (HPAAC), it was still early to relax the public transport measures and timing is important in making the policy because an increased number of cases can impede the country’s economic recovery (Tomacruz, 2020).

    As the cases rose to 265, 888, the Philippines was recorded to have the highest COVID-19 cases in Southeast Asia in spite of having the longest lockdown (Cabico, 2020).

    Inilabas ang Memorandum Order No. 49 na nilagdaan ni Executive Secretary Salvador Medialdea. Inatasan ng Malacañang ang mga ahensya ng gobyerno na gumawa, at ipamahagi ang mask sa mga Pilipino ayon sa utos ni Pangulong Rodrigo Duterte. Nakasaad sa memo na ang face masks ay ipamamahagi ng libre, at ang mga benepisyaryo ng 4Ps at ang mga taong may kapansanan ang prayoridad na mabigyan (Ranada, 2020).

    Simula Oktubre 1 hanggang 31, 2020, ang Batangas, lungsog ng Tacloban, lungsod ng Bacolod, lungsod ng Iligan, lungsod ng Iloilo, at Metro Manila ay isasailalim na sa general community quarantine. Samantala, ang Lanao del Sur ay mananatili sa ilalim ng modified enhanced community quarantine, at ang iba pang bahagi ng bansa ay mananatiling nasa ilalim ng general community quarantine (Aguilar, 2020).

    From October 1 to 31, 2020, Batangas, Tacloban City, Bacolod City, Iligan City, Iloilo City, and Metro Manila will stay under general community quarantine. Meanwhile, Lanao del Sur will remain under modified enhanced community quarantine, and the rest of the Philippines will be under general community quarantine (Aguilar, 2020).
